Identity theft is the fastest growing crime in the United States, many victims falling prey to family members. In 2000, of 26,813 complaints filed by the Federal Trade Commission, 1,581 were about family members, while last year, 3,900 of the 70,540 complaints entailed family members. Identity thieves often pick out relatives or spouses because they know that the victims often will not press charges.

A judiciary subcommittee of West Virginia's legislature has approved an measure that would require private security firms and investigators to conduct background checks and provide personal data, including photographs and fingerprints, for all employees. The measure also requires these businesses to register all unlicensed employees with the secretary of state's office, and would make armed personnel hired to guard government buildings, airports, or schools carry a state-issued identification.
